David Mulligan is one of the minor characters in The All New Fairly OddParents! and a major character in The Fairly OddParents: The Next Generation. He is a Dimmsdale Elementary School teacher in Tootie's class. Contrast to Crocker, Mulligan is not obssessed with fairies and is a nice teacher. David is also a great cook.
IDavid is formerly married to Carly until she left him for Timmy Turner and a rich father of Marty and Mitzie Mulligan that rarely seems to have time for them, although when he does have time for his kids, he's really nice to them.
