David Mulligan is one of the minor characters in The All New Fairly OddParents! and a major character in The Fairly OddParents: The Next Generation. He is a Dimmsdale Elementary School teacher in Tootie's class. Contrast to Crocker, Mulligan is not obssessed with fairies and is a nice teacher. Apart from that, David is also a great cook.
